METHODOLOGY TO BUILD A ROBOT BRAIN OF VIABLE
Technological progress gives the roboticist a powerful hardware-software platform to develop robotic brain. Our actual ability to set such brain is another story and to date we can not build reliable biped robots or robots that understand and translate natural languages.
This work we resort to several basic principles for establishing a methodology to build robots in a structured brain, can be extrapolated to very complex.
As a first principle envision the brain as a system that continuously and at different systemic levels, seeks solutions to problems. We hold that such a mechanism becomes operational advantages if the search space it has a Brownian nature. This for properties unique math associated with Brownian motion.

INTRODUCTION TO VIDEO GAME DEVELOPMENT
The process of developing a video game meets the life cycle of software development, since there are stages of analysis, design, production, testing and maintenance, but the ingredient that makes the difference is given by creative contributions to be taken into consideration, these contributions should be directed largely to entertainment features that imply the end user.
A video game is based mostly on programming and therefore it is important that all who want to design or build some kind of video game programming with knowledge and experience in this area.
The fundamental role of the author of a video game is the development of the system, with its objects and associated properties, their relationships among themselves and with the user, and the rules that govern the behavior of the whole. Once this has been developed and can say it works completely the game at an abstract level. From then you can give objects meaning, they can consider them characters and story, but it is always essential and primary game system, and rules that make it work.
The paper aims to introduce participants to the way games are developed. Describe roles, tools and methodologies more common in game development, and will be discussed in more detail the process of scheduling games, in particular, how the different disciplines related impact on the programming of the game: graphics programming, artificial intelligence, distributed programming, among others.

ELECTRONIC GOVERNMENT: between apocalyptic and Embedded
The Information and Communication Technologies today constitute the backbone of a new paradigm of social organization, which is evidenced by incorporating information products in their material composition, production processes and the realization of it as a privileged product of the economy. Here
presents reflections on the problem of e-government from the perspective of participatory democracy, analyzing limitations and capabilities meet the needs of society infoestructurales Venezuela. Apocalyptic positions are reviewed and integrated information on the connection between ICT-Democracy, indicating that both underlying determinism that prevent noticing the fact that our societies are not homogeneous and that we have from complex approaches that allow them to explore and recognize dimensions can operate the ICT policy and which are not. The paper also summarizes the research experience cibergráfica (1999-2003), prior to the development phase of the line for electronic government (2003-2007), drawing some guidelines that can already be seen.
