The access of citizens to knowledge, public information and scientific and technological production in the country, or resulting from any other, has become the twenty-first century imperative that the various governments should encourage to meet developed and participatory democracies, accelerate growth, increase competitiveness, promote sustainable development eradicate poverty and provide effective integration into the global economy, narrowing gap with developed countries, it is universally accepted that the digital divide deepening economic and social inequalities.
The importance of public access to knowledge is of vital importance, as there is no democracy without participation, no participation without information and the technologies of information and communications that facilitate these relationships. In a modern democratic model citizen participation can not be limited to simple queries, or opinion polls, but must be included in the decision making process to shift from commitment collective to individual forms of participation, outside the structures and participatory mechanisms of the past (simple representative democracy). It is essential to access to multidisciplinary information (employment, housing, work, research, science, development, health, access ...), low-cost, agile Information Technology, specifically the Internet, channel has multiple efforts to ensure the realization of human rights related to freedom of opinion and expression, or freedom to receive and impart information and ideas, especially access to public information.
New economy is based on information and knowledge as bases of production and competitiveness for firms, regions and countries, and is the state at different levels the largest recipient and sender information of public interest.
Grant access and control of information in a timely, smooth, accurate and complete, allowing the possibility of exercising a decisive influence not only in the definition of public policies, but also in their criticism and constant evaluation and eventually changes that may be necessary to introduce them. That is, the access of citizens to knowledge, public information and scientific and technological production can ensure:
1 - Regulation of exercise of power (citizens watchdog of governance) and awareness towards cultural change in the relationship between state and citizen.
2 - improving ethics in public service (to prevent infringements, corruption, ...).
3 - To facilitate transparency and accountability (not embezzlement).
4 - Increased participation to feel fully part of their democracies and thus the full exercise of citizenship.
5 - Promotion of active contribution to the development of scientific research and technological innovation the country. facilitate this new form of citizen participation is not only a question of political will, but also involved other factors intrinsic to developed societies and states set education policies that transform the basic structure, providing for its size at the political-ideological, technical pedagogical and organizational. Solve problems related to infrastructure and communication technologies (access cheap, universal and quality), documentary bases for research information and knowledge (easy to access and use, current and complete content). Establish informational abilities and skills that will enable citizens transformation of information into useful knowledge in their efforts to influence the work of public institutions.
Thus, several instruments that take part in this new democratic reality:
- Information Science: and disciplines managers of the information contained in the documents, regardless of their formats and media, enabling its transformation into knowledge (information organized).
- Education: as the foundation for learning the information capabilities of citizens, and distribution of knowledge and values acquired.
- Information Technology: as a facilitator for the transmission of information and globalization of democratic values. - mass content and services available information from state institutions to safeguard and promote cultural diversity. In this context, the Information Project for Citizen Change (InfoCC) is a global initiative that seeks to meet the growing information needs of members of society, valuing the knowledge generated from effective use of the information contained in the documents - and not just technical developments - as crucial in the democratic development of societies, assuming that each country has an own reality to be taken into account when working to define the actions articulated in the 12 Central Themes under which they are currently working professionals and institutions in 19 countries.
